Unless you are a tech-nerd, you don't make them. You buy one and hook it up to your internet or rent one.

Not true.
You can run the server from your computer, and simply close it down when you want to turn off your comp. This would mean players would have to wait for the server to be up to be able to play on it.
Or, one could go out and buy an actual server and set it up. It's just a box type thing (that probably costs a pretty penny) and is connected to your PC and internet and so forth. That way you can run a dedicated server while still turning off your computer, as I understand it.
My point is, with the right set-up, one doesn't need to run their computer 24/7 in order to run a dedicated server.
